The Traffic Management System
Currently, the stage consisting in over 100 junctions and including a Center of Command and Control, is being implemented. The system is made up of the following subsystems:

Urban traffic control meant to ease traffic in Bucharest,

Public transportation management, which shall function integrated with the automatic fare collection system, implemented for RATB and Metrorex

Video cameras monitoring of the traffic and of the road events in Bucharest in order to optimize interventions
The Automatic Fare Collection System - Skayo, is a complex system, developed by UTI, which integrates the commercial and transport operating activity in a unique platform, providing the management with up-to-date information for efficient activity of public transport. Currently, the system is implemented in Bucharest, for RATB and Metrorex, being implemented, at the same time, in Timisoara.
The Digital Tachograph Solution, designed in compliance with the regulations of the European Union and the national legislation. Through the UTI solution, intelligent, personalized cards are provided for the use of digital tachographs, installed on the means of transport for commodities and passengers. The entire logistic, hardware, communications and software infrastructure was executed within the project, for issuing the personalized cards, under the security conditions, established through regulations. The cards were designed for the following categories of users:
UTI is also involved in the development of a similar solution, for the digital tachograph in Bulgaria.
The project intends to design, install, test and put to use a system, which consists in a database and a set of functions and communication solutions, which shall support the implementing of portability for land-line and mobile telephone numbers in Romania. In addition, the project shall ensure a program of technical training of the ANRCTI personnel, in order to develop and implement the procedures related to the functioning of the system. The centralized system shall comprise a unique database and shall provide a unique point of contact for all the suppliers of land-line and mobile telephony providers, offering them multiple interfacing mechanisms. At the same time, the system shall comprise a web page, which provides information referring to the ported numbers.
SEAP is the system which ensures transparency and development of public tenders, in compliance with the legislation in force on public acquisitions. In addition, the system is extended as well for tenders based on methodology and financings of the World Bank. In the future, this system is intended to be extended for usage in the private working environment, as well (any company can run its tender procedure, through this system).
As of this year, any contracting authority shall use electronic means to apply the assignment procedures and to perform direct purchases, amounting to, at least, 20% of the effective value of public acquisitions made during one year.
SEAP ensures not only the publishing of all announcements and participation invitation at national level, but also automatic transmission, when required, of the announcements in question to the Official Journal of the European Union (JOEU).The functioning of this system ensures an “automatic” reduction by 7 days, of the periods allotted to following procedures.
